ANNA Responds to CMS Proposed Rule Regarding ESRD Prospective Payment System and Quality Incentive Program

On August 30, 2013, ANNA submitted a letter to the Centers for Medicare and Medicaid Services (CMS) regarding the Proposed Rule: Changes to the End-Stage Renal Disease (ESRD) Prospective Payment System (PPS) for Calendar Year (CY) 2014 (CMS-1526-P), which was released on July 8, 2013. Specifically, ANNA offered comments on the 12% reduction in ESRD reimbursement and the ESRD Quality Incentive Program measures.

ANNA expressed concerns that the proposed 12% reduction in payment per dialysis treatment will:

  • Negatively impact patient care
  • Limit availability of services
  • Be particularly harmful to pediatric patients as well as Medicaid patients
  • Impact the availability of quality staff
  • Negatively impact innovation
  • Be particularly harmful to small and rural providers
  • Impede nurses’ education
  • Potentially harm the ESCO program
  • Have an impact on commercial payers
